The Leadership Challenge Behind the UK’s Data Centre Boom

As demand for AI grows, tech giants and developers are pouring billions into the infrastructure needed to power it. As a result, data centres are springing up across the UK, with dozens of new facilities in the works, including a £10bn mega-hub in Northumberland

The headlines focus on capital, land and power, but the success of these projects will also depend on leadership. Data centre operators need senior people who can turn development plans into reliable facilities, build workforces in unfamiliar locations, and create credible opportunities for local communities and British suppliers. 

Expansion is changing where operators recruit 

AI requires so much computing power that developers need land with suitable digital connections and access to large amounts of electricity, making it difficult for investment to remain concentrated around the same established locations. 

The government is using AI Growth Zones to encourage wider development. One instance is South Wales, which is linked to £10bn of investment and at least 5,000 jobs. Meanwhile, Orcadian Energy’s proposal to use North Sea gas to power a 200-megawatt offshore data centre shows that this infrastructure can sit far from a major city when the conditions are right.

From a talent perspective, moving into new regions creates challenges because local talent pools vary significantly. Some may have strong engineering or manufacturing workforces, but not many people who have experience running mission-critical digital infrastructure. Before making any employment promises, operators must establish which capabilities already exist locally, which can be developed, and which will require a wider search. 

Local employment has to be designed into the project

The potential employment impact behind the data centre boom is significant. Latest available estimates suggest data centres support ~43,500 jobs across the UK. Under a higher-growth scenario, the sector could create another 40,200 direct operational roles by 2035, alongside thousands of construction jobs. 

But operators need to be precise about the opportunities each development will create. Because data centres combine very different forms of working, promising local employment before the operating model has been designed creates reputational risk.

Senior leaders need to decide how the site will be staffed, which functions will sit locally, and how relationships with colleges, training providers and regional employers will support recruitment. Bringing those leaders in early gives them time to build a workforce plan that can actually be delivered.

Where will the leadership talent come from?

The sector is expanding too quickly for data centre operators to rely solely on executives with direct experience. Developers will need to dip their toes into adjacent industries if they want to avoid a talent drought, and that search must be led by a clear understanding of which capabilities genuinely transfer. 

For example, executives from energy infrastructure, utilities, major construction programmes or advanced manufacturing can bring experience of capital-intensive projects, complex assets and specialist workforces. However, employers still need to test whether candidates can apply that experience within the commercial and operational demands of a data centre.

  • Map the sectors where those capabilities exist
  • Distinguish genuine transferability from superficial similarities 
  • Identify strong candidates both locally and, where needed, globally 

AI in Insurance

The supply chain creates another leadership challenge 

For large manufacturers, the data centre boom creates opportunities to enter the sector’s growing supply chain, particularly for those already producing power-management systems or specialist components. 

But winning contracts will depend on more than having a broadly relevant product. Manufacturers must be able to adapt their products and commercial proposition to the sector’s unique reliability requirements and operating standards.

To do that, they need leaders who have:

  • enough manufacturing depth to know the products and what can transfer from the existing business
  • enough commercial credibility to understand how data centre developers assess suppliers and award contracts

The strongest candidates may already work within the data centre supply chain. Others will come from businesses that have successfully entered energy, defence or other critical-infrastructure markets. In either case, employers need evidence that a candidate has taken an existing capability into a demanding new sector, not simply worked near one.

Are data centres the UK’s new wind farms?

One of the biggest obstacles to the data centre boom is public outcry. It’s tempting to compare the rise of data centres with the rise of wind farms here because it implies that with time, people will just get used to them. 

But data centres ask communities to accept a much less favourable trade-off. While wind farms faced local opposition over their visual impact, they quickly proved their wider purpose of generating renewable energy. AI data centres, by comparison, are notorious for their steep environmental impact and noise pollution; and while they provide critical support to the digital services people use every day, those benefits are less visible to nearby residents.

With that reputation, developers can’t rely on the national importance of AI to secure local support. They need to show what a project will contribute to the area hosting it, while being transparent about environmental demands, employment and the opportunities available to local businesses.

The quality of leadership will matter here. The executives representing these projects must be able to work credibly with councils and communities while ensuring that commitments made during planning survive commercial and operational pressures.

Put leadership in place before the project scales

The UK’s data centre boom will create demand at every level, but the first hiring question is not how many people a project will eventually need, but which leaders must be appointed now to design the organisation, build local capability, and turn investment commitments into lasting economic value.
